Given the number of firearms in circulation that would be affected, and the very strong feelings on the matter by many who own them, any confiscation or buy back scheme is a political and logistical impossibility at this point. It would at best result in a hundred Ruby Ridge or Waco like scenarios and at worst would lead to outright civil war. It's a total fantasy to think it's ever going to happen, which is why the exceptions exist to begin with.
